Two reasons, firstly westerners are casual / part time martial artists while easterner might practice daily up to 6/8 hours a day as this little girl did since age 8....
Usually the student is encouraged by their instructor because of the potential they show, if not, then the student should put in a special request. I for example had to wait till black as you did. However when I started competing more seriously i was forced to learn them all and other styles Kata. You can do a search on WKF (World Karate Federation). As as a note, when practising in Japan students progress through the grades much faster than they do in Western Societies (years).
Replying to this is a pleasure, credentials: 24years as Goju-ryu practitioner in NZ and RSA practising traditional, what you referring to and competition, free syles and all styles WKF and under. As with any competition the objective is to ensure that you are better / know, understand and can execute more than your fellow competitor. Hence this girl and other are allowed exceptions to the rule, call it competitor's, poetic licence if you like.
Congratulations to the young girl. I have to agree with some though...Seipai its an advanced Kata of Goju Ryu and requires strength, posture and good balance of which she has none. No Kata champion would ever lower the Shiko dachi that far because a wind change would put you on your ass, and she should try to improve that for starters. I have only been in Goju Ryu for 46 years.
CAN SOMEONE PLEASE TELL ME WHY A BLUE BELT IS DOING A BLACK BELT FORM!!!!!!! seipai is the seventh out of the 13 katas for goju ryu!!! idk what ranking system you have but thats just WRONG!! but, ok, i will admit it that this little girl has excelent stances and is very powerful. im a brown belt and this is my next kata i need to learn but i cant learn it because im NOT A BLACK BELT AND THIS IS A BLACK BELT FORM!!!!!!!!!!!!!!!!!!!!!!!

Unless you have something constructive to offer re the performance of an 11 year old girl, then stfu. In fact, just stfu.
