Yes, this is normal. Sadly, there is no Free Ride feature in Mafia II, where you can choose weather, time of day, cops on/off etc. All you can do is load a chapter, and free ride between missions. The DLC(s) offer something similar to free ride, but not as in Mafia I. Free Ride is just one of countless features which were cut during development.

Judging by the music. In Mafia 2, you fly a chopper to the jungle with dudes. One of them is chewing tobacco and spits on your shoe. Then as you are lowered in the jungle you find the bodies of green berets from Fort Bragg (who'd never let themselves get ambushed like this) Turns out, a big monster lives in the jungle. In Mafia 2 you have to find the monster because it has killed Don Salieri in 1938.

Mafia 2 looks very promising so far, my only concern is how the driving will be. I found the driving in Mafia 1 tricky to get used to, but very suiting for the game. I hope they haven't made it too arcade-ish like I've seen in the videos since Driving is a huge element in these games. But the shooting, effects, gameplay, having a living / breathing city, ect look very good. Should be an interesting game, considering Mafia 1 is in my top 5.
