20 years as an electrician I have never found a ballast buyer. Some scrap dealers take them as light iron but most don't want them because of the tar insulation. The new ones are lighter. Hid ballasts are actually heavy copper transformer scrap. Please recycle all bulbs and ballasts as they all contain mercury an pollute our water when thrown out.
Older fluorescent light ballasts may contain PCB's. PCBs were banned from use in fluorescent light ballasts in 1978. Ballasts manufactured after 1978 will be labeled “non-PCB” or “contains no PCBs and are safe for recycling. If it doesn’t have either of these labels, it should be assumed to contain PCBs and be handled as hazardous waste.
