A low flying commercial aircraft traveling in upwards of 400mph (and accelerating as it approaches) and you think a person is going to have enough time to acquire their target within that range AND get the missile off in time?

Stinger missiles are shoulder fired missiles with a range of only around 16,000 feet.
If you knew anything about the missiles you would know that that is approximately a 3 mile targeting range and that whoever is trying to fire the missiles has to be able to acquire the target. If a jet is flying to low and the missile can not acquire it you have a high risk of shooting that missile into a building or someones car and not really hitting your target with it.
