You can't just buy a kit here. They are heavily regulated after May 1986 and cost thousands of dollars. Plus you have meet a lot of requirements to get one.

You can put pre-ban mags on a post-ban weapon. That is the only way you can use 10+ capacity mags on a post ban weapon. Depending on where in NY state you reside will dictate the max capacity. I believe in nassau county where I live, there is no limit. Was actually thinking of getting a mini 14 or mini 30 myself.
I knew a guy a long time ago who did that. He asked his friend who lived in another state, to get him a hi cap mag. He did just that and he mailed it to him. USPS priority mail. I do believe they committed a felony by doing that. Lucky they didn't get caught. This was in Cali, where you can't have shit.

The Mini is very reliable and rugged with the right magazines. So as long as you get good mags it's fine.
Try going to w w w(dot)perfectunion(dot)com for Mini-14 information. They have an entire forum dedicated to Mini-14's and Mini-30's . Good luck with your choice. Either one will serve you well in my opinion.
