Personally I would love to get away from the px stuff and go to resolution independent coordinates. Maybe the next iPhone will have a droid resolution display.
xScope measures anything drawn to the screen, not just particular apps like Safari. Finder controls, buttons, websites, anything that is on the screen. Hope this helps!
If you're just measuring web elements, you can right click the element and hit Inspect Element. In the Metrics section you get a report of the dimensions, plus the padding, border, and margin. xScope is really impressive though.
