As such they can make more when they want to, and fill in gaps they didn't realize they wanted to have before. The point is "Pichu" didn't exist back then, there were 151 pokemon originally and now there are more. Just watch the Pokemon Reruns or try to import Pokemon from White back to Red or Blue and you can't do it unless they already existed back then.
