Yes, close the plants and move them out of the city. Builds NG plants away from the city. It won't be good for the minority communities that receive financial benefits but they really need to find ways to be productive in those communities. We should go to the California model. That would probably increase electric bills by about 50-60% but overall it would probably benefit because ti may reduce health care costs. Especially if they eliminate old crappy cars that cause local pollution.
