@ilikestuff414 They don't explain why some people are benders and some are not. In the fortune teller episode there are twin boys one is an earthbender but not the other. Katara's parents weren't benders. She is the only living Southern waterbender. (Till one shows up in book of fire; one of the best episodes.)
