Hmmm....I'm pretty sure it's the 5718 car. 5720 is conected to this one this video just to let you know and it's paired with 5717, this car (5717) doesn't have this problem

I've noticed certain H5s are actually silent, even on departure and arrival from/to stations. If I remember correctly, 5701 is an example of such.
As for the high-pitch, I've heard it many times while riding the H5s. Not always, but enough to notice.

I would say that the traction motors have been overdriven by something. Either the power regulator or the speed controller.
It's like putting a 24V power source onto a 12V fan. I've done that and man does it screams...
Or maybe it's just traction motor fatigue...mmm...
