I believe (probably) 98% of Filipinos don't want to have Spanish as an official language even the peti-bourgeoisie. Spanish is the language used by the "traditional elites" up to now when they get angry or when bullying people.
I speak differently because I don't have Filipino Language as my mother tongue and whenever I use some Spanish words mixed with our own language people would give unpleasant responses.

About the literacy rate you are talking about i have to tell you Phil has between 90 - 97% wich is the same than 50% of L.A countries, except for Peru, Bolivia, Brasil and other small countries in L.A with a lower literacy rate and except for Argentina and Cuba, with a literacy rate between 97% and higher
