I can tell you that juveniles are almost never punished for their crimes, until something serious happens. This is the problem here. As a retired police officer I have heard repeat juvy offenders, talk about how they got off easy. We have a fifteen year old now in Toledo who took a police officers life. He should have been locked up years ago.
