@400SC When he ran into the two guys by the El Camino, his left arm swung back and he lost his grip. The bag flew over the hood and landed on the driver side. It was probably an accident because the camera completely missed it (and you have to freeze frame to see his arm swing) and had to adjust to catch his recovery rather than cutting and starting over again, which the budget probably wouldn't allow.

Once over his shoulder (you see he hits the cop and his gun empties after 15 shots), once from the cop's perspective getting hit (Mr Pink, if you look closely, isn't even in that angle), and once over the car roof, again until empty.
