Bush knew full well that immigration fueled economic expansion. It's cheap labor mostly doing the kind of work Americans wont do. This was something Bush said repeatedly, BTW. How many of you would go out and pick onions in the field, regardless of how hard the recession has been? Please.
And creating an "ownership society" where most people owned their own homes was part of Bush's platform. Go look at any of his campaign speeches in 2000 or 2004.
