Why didnt you try spacing the balloons apart? or find something to hold them in place?

This way, you wont need to keep controlling your laser.. you could time how fast it'll take to burst all 20balloons with the Green VS Blue Laser..

The color changing ballon is nothing more than a black ballon with a clear ballon inside it. Once the black ballon is burst due to the laser, the clear ballon is freed and will not burst because the laser energy is allowed to pass through its clear skin without any destructive effects.
