If there are barriers of access you either over come them, or move. Wealth is the result of wisely applied effort.

One gets some cash and subsequent power, he just starts to exploit his neighbors. Later he gets toppled, a power vacuum ensues, and another takes his place. All internal to their group and culture. No outside interference required. Most of these countries were never ‘poor’ till the Western system made them that way.
