We were already in the island of Langkawi and travelled there through a low-cost, Air Asia. The travelling from Langkawi to island Payar is made by Ferry boat, there are lots of companies there. Didn't quite cared for the company itself bcs we used a tourist package with all included. Lots of tourist offices can be found easily, mainly in Pantai Cenang, I don't remember ours, just go for the best price. We only bought the tickets there in the island bcs it is always cheaper than from internet.
