During that process they use harvested whales for meat rather than discarding the carcass.

The way I see it is that the whale protectors in the tiny powerboat is doing something bad. 0:18 until the end, you will see that they push netting off their boat and you can see the drag line at 0:24. With netting in tow, they cross the bow of the moving whaler attempting to get the netting caught in the propeller(s). It is possible that the netting got caught in the rudder(s) of the ship causing it to turn into the little boat as seen in the other videos.
