you would do all that, or make it a grayscale, and then go to filter, artistic, and then cutout, and you would be done under a minute

Just tried that dude... Okay in some circumstances but you have no control on the edges of the colours. They're predefined for you... Most images unless they're simple don't look right this way and so you need to tinker with them yourself via my method.

99% of images I used to use this method on were of poor quality and in wrong proportions- Edges were non existent.
