@black10872 No, both Gendarmerie and Police National operate on the whole territory. The difference is their organisation and who they depend on. The Police National depends on the Ministère de l'intérieur (inner security department) and the Gendarmerie is part of the militaries, with inner security missions.

Police have jurisdiction in cities bigger than xxx inhabitants, Gendarmerie in the rest. In France their is "federal" and "state" level as France is a counrty with just one state.
