Well... you can't really compare the two.

Lady Gaga has clever songwriting skills and is more widely accepted of having an appealing voice. She also more control over her work.

BoA is more widely accepted as beautiful, is a fantastic/versatile dancer, has a powerful voice, has a lot more experience in the business - is nearly trilingual!

BoA just needs to promote the right stuff and promote the hell out of it!
