Lol there's a store nearby that sells gum versions of the candy cigarettes. And they would be rolled in paper and powder so if you blow through one end, the smoke-like powder comes out the other.

A store in my town has Candy Cigarettes and they are bublegum in a stick shape with a wraper that is white with a brown filter printed on it and a bit of powder is at the end so you can blow it out and make it look like your smoking.the store is called sweet tooth.

...They were DESIGNED to look like cigarettes though, so maybe the cartoon marketing is... too soon.
