We have those in the states too. Some are pay by day, and some are typical temp company's that call you when a job opening comes in that you're qualified for. The day labor ones have drunks and drug attics mostly.

The Job Center's so depressing, man. I'm glad I never have to go there again, it's soul-destroying. And where do you live that these Job Center people are nice? :O Everyone at my local Job Center was so rude and suspicious.
