The simple fact is - if police officers are assigned to crowd control they will treat the members of that crowd, regardless of who they are, as a soldier would treat enemies on the battlefield. Not really. Soldiers on the battlefield are confronted by other soldiers with guns and typically, in order to subdue them, they have to kill them. Police aim to subdue unarmed demonstrators but they typically don't have to kill them to do it - though sometimes they do that anyway. There's the difference.
