you have to remember that Ernie and Bert were used to as comic relief to balance out the educational parts of the show. At the same time they could be used to blend in the theme of the show, such as the "H" in the tv episode, being that, that show was "brought to you by the letter H"
Scene's like this one with the "important note" were more just for the comic relief.
Man, Ernie can be such a smart aleck, lol! I really liked how Frank Oz manipulated Bert's mouth to make him look very irritated when Ernie was throwing stuff around. I also love the blow-whistle sound effects too.

I really like this skit and Bert's facial expressions. Mainly thanks to his flexible eyebrows and chin, Bert seems to be able to show feelings more clearly on his face than any other muppets. BTW, nobody seems to have posted the skit where Ernie cuts Bert's hairs only to make him bald. That's so hilarious too.
Thanks for posting this hugic2112. I remember this skit. I would like to see the Ernie & Bert sketch where Ernie makes a shopping list for the grocery store out of pudding if I remember correctly. Do you know if this skit is on youtube?
A really frustrating clip to watch, but incredibly hilarious as well. Bert's frustrated shouts and the way he handles the "truth" are priceless moments. But at moments like these, even if I were Bert I would put my foot down.
I alwzays loved those "whoop" sounds while Ernie was throwing the clothes out of the clothes hamper. Now that I'm seeing this 30 years later, I'm cracing up over how Bert gets hit with toys and covered with clothes.
