The reason is because it was a stranger, facing directly toward the dog, then attempting to touch the dog from above. The human was behaving in a dominant-aggressive fashion toward the dog.

If you want to touch a dog you have just met, squat down to the dog's level, and face sideways, without looking the dog in the eye. Let the dog smell you. Then present your hand BELOW the dog's head and allow the dog to smell your hand. Then pet the neck or chest gently underneath.
