No, a dolly is on a track or on wheels. that actually was a steadicam. the wheels were used as a counter-weight. to help stabilize the footage. the wheels weren't actually touching the ground.

They clone-painted him out and have a still shot of him as another layer of footage. If you check right before they begin the camera track, his shadow does not move.

Alternatively:

Compositing program, either using two shots and manually roto-ing the guy out (yech) or just using a difference mat, in either case ending with animating the figure with simple warp and skew.
