it isn't about the year, it is about how much y;ou spend there, i think you must spend at least 150,000 bells for Nookington

na to get nookington you have to have another gba memory card or find a friend to travel to your town and you/he/she has to spend 150,000 bells or more...its pretty easy if you bring like 175,000 bells and keep ordering arwings froom tom nook and then you can travel back to your town and back after 5 times you ordered hope that helps:)

Well, the new wii plays gamecube games, but it is much more expensive then the gamecube.

Nope there aren't any codes for the ds version. But you can get AR($20) which sorta hacks into the game and gives you unlimited bells, etc.
