OK, yes, that is a barrel that collects rain.  However, I'd recommend adding a couple features to make it a little better.

1. put it near a gutter and collect roof water

2. add some netting to prevent mosquitoes from breeding and to keep debris out

3. add an overflow valve to prevent creating a big mud hole
