the maps just take a while to load like anything online takes time to load! the maps are downloaded therefore they must "load" before activated if you havent noticed that about 60 seconds after you're into halo 3 your maps are all there then you are noob

this is the same concept with your armor when you get into halo 3 (with xbox live of course) you will be mark VI for a while then after a while you'll just respawn at some point with your armor

This happens to me quite often, when you first start the game, it hasent loaded the whole game. heres what i do; when i first start halo 3, i go straight to Campaign > look at all the missions, etc... then ill go back, if it says Start solo campaign or continue, ( cant remember what it says exactly, but hopefully youll find it out ) after that, i should load, and then you can play. if it doesnt work, reset it, then repeat above :)

I think I may have the solution to your map problem, because this has happened to me: Redownload them and wait at the main menu of halo until the game lets you continue campaign [when it does that the game loaded all your data and the maps should be playable] :)

All you have to do is:

1.Start halo 3

2.When you go to the main menu You see the Resume Solo game Unavailable.

3.Wait in the main menu For a few minutes till The solo game is available.That resume solo game is like a loading bar.

4.So when its available Go to matchmaking,Custom games Or forge And there you go.And youl see the maps are there :D
