Harper was the leader of the opposition at the time. I think if it had come from the Queen it would have gone to the Liberals for regurgitation, who were in power. It makes little sense for the Queen to hand it to the opposition. Harper, however, is a Straussian, as is Howard... as is the Bush regime. Coincidence?
