I disagree respectably to your opinion. I disagree that he represents a god, but think he more represents the son of god. He is created to help yet the world uses to create his (or in this case their) undoing. You can tell in the movie that everything is the same history wise, but always a little different. Instead of Jesus being destroyed by the human people, humans use Dr. Manhattan to destroy themselves. At the end of the day, he's a comic book hero, and some things should be taken lightly.

its not the genitalia, its the detachment from humanity, IE the need to cover one's self with clothing. The film specifically layed this out at least 2 times.
