@7mmike7 He is playing. If you listen carefully he only plays two notes which are open string notes only played with his right hand and then, as soon as he uses again his left hand, the groove continues normally. Regards.

@21saxplayer21 I'm not so sure about that... I mean, I play bass and I've played this song more than a few times (even the exact same licks that jack used) and open strings don't match up with the rhythm, let alone the notes being played. And also, keeping in mind that Jaco was a professional musician, but I've never heard anyone who was able to mute an open string to skip to the next open string using only the right hand.
@leokasper7107 what do you mean doesn't match up with the rhythm? besides you can hear open strings, it's the same notes and he's probably muting with his thumb on right hand as he moves the hand to reach a higher string.
@leokasper7107 He's playing all the time. He does the amp adjustment whilst playing D's and G's, on the top two open strings. You mute the open string with your right thumb. It's a regular bass thing called 'floating thumb' technique. It really helps with damping/muting whilst your playing, check it out :o)
