The Japanese occupation of Manchuria and China restricted trade of US goods to those occupied area. That is sufficient damage to US's vested interest to place embargo against Japan. So it is your military and government's policy in occupied territory that had upset the US government.

And many civilians where equipped with weapons and fast trained militia which weren't even considered soldiers because they lacked equipment and training. So basically Japan lost most soldiers. But Japan relayed on bombing. artillery and tanks. China barely had anything.
