Govts. go to war over the very same things these guys did only on a grander/larger scale-territory. They called it turf. They had codes, rules, too. What the govt. refused to legalize, But ppl. wanted they dealt in.&like govts. some had less class than others. Business plain&simple. Now the govts. are taking it all over-e.g.gambling ...next?
