As suggested, They are called "dandelion fountains" like most modern fountains the water is "recycled" so no, they do not waste water.

They do however require big pumps to operate though.

There are some of these made by artists, and some sold by commercial fountain companies, the latter usually called Dandelions. PEM of Canada sells them, as does Hall Fountains.

There's also one in Kings Cross, Sydney. The El Alamein fountain it's called. They are the most evil looking things when there's no water running through them.

lol see that like evrey day rofl that like 1 mile from my home. not a big deal been there for years . its actulu for for dogs i always see people and there dogs swiming in the pool( not the people of cource)
