This is most likely rendered a "restricted access" lift due to vandalism; the same was once true for our local library branch, as the lift there was cordoned off from the public after being defaced for months with permanent markers. Eventually, it was replaced and is once again "open for business", as it were.

It might be the case, but it happens that the library was closed, during normal buisness hours anywhere else.
