As an overall entertainer/artist Beyonce takes the cake. The only thing that Monica has going for her is her voice. When it comes to stage performance, choreography, songwriting, and acting Monica can't come close to Beyonce.
As far as vocals go Beyonce is the one who has WON 8 GRAMMYS FOR VOCAL PERFORMANCE while Monica has only won one. Therefor, the professionals view Beyonce as being a superior vocalist to Monica.

Beyonce isn't as stellar of a vocalist as she is IMO, because she overemphasizes her technique all the time. Beyonce really doesn't excel at singing or dancing, but she makes up for that with high energy raunchy choreography booty poppin and weave shaking. You can tell she's had vocal lessons from her expressions, but Monica doesn't have to do all of that.
