A multitude of different dilution ratio Proheptazine tranquilizers will take out any individual/animal/PCP'd superhuman. Its strong enough too knock out an elephant (level down the dilutions to multiple levels of concentration and wala!)... If police officers, weapons specialist, police cheifs, etc. cant figure this out, than maybe they lack intelligence to hold those badges.
