If they return to crime, that proves they were never rehabilitated in the first place. I have no problem with life meaning life in these circumstances. Before you criticise someone, look at what drove them to the crime. Yes, there is no excuse for armed piracy, but what would you do if your family was starving, your country had no government and no jobs, you could not leave the country because no other nation accepts you?
