The only possible connection between this song and the KGB is that the song was used as theme music in a Soviet 1973 Television mini-series called "17 moments of Spring" which was about a Soviet double agent working in the SS during WWII name Max Otto von Stirlitz/(Real name Col. Maxim Isayev). Some say that the series was partly responsible for improving the KGB's public image after having suffered following the publicizing of its role(after Stalin's death) in the purges and other acts.
