This problem started with the French involving themselves in the affairs of a people thousands of miles away from France. This speech is about the post colonial era. Ho Chi Minh already picked which side would help him and his people.
What about Ho Chi Minh fighting the Japanese with the help of the OSS? What about the rearming of 60,000 Japanese POWs just days after the Japanese surrender, 1945, to go fight Ho Chi Minh after he was our ally just days prior?
