You could start off with Dev C++ and write your code in that, buy books, go to school and look at different videos.

With C++ only, you can only make text based applications. To make games, you'll need a graphics API. I used SDL for this game.

SDL is the graphics library and it has built in image file loaders. You can use C++ and SDL with any IDE (like visual studio) as long as it allows support for external libraries and/or makefiles. SDL has required libraries that are only available on certain platforms such as windows and linux.

well c++ cant produce graphics, you need to use a ext e.g. SDL or opengl (thought gl 3d), but where rpg maker is concerned its only good if youre a ruby of python programmer it's great because its open sourced script, but as I'm a Game programmer in C++,C#, Python/Ruby etc . RPG m has given people a false look on the complexity of programming
