He was swimming off duty, but it was told at the time he was on a top secret mission.
Probably so they could loot the pension fund to pay for an injury gotten off duty while on a mission he didn't belong on, in a country he didn't belong in.

These security measures only bring a false sense of security and empower the government to control its own populace.
If i would be a terrorist, i would not target New York anyway, but some other densely populated area, any city would suffice.
One cannot stop terrorism without the help of the citizens.
Ask the citizens to report suspicious behaviour.
And while terror attacks are tragedies, the amount of people dying of other causes is far far greater than of terrorism.
Fix those first.
