I drove a mercedes sprinter (almost the same vehicle) and that driver is definitely not pressing his brakes. At 0.44 sec you can see two other vehicles who don`t stop either. First they slow down and then they speed up again. You don`t speed up after a bus full of people falls over. These people are called assholes.

The reason this is filmed is obvious; the highway was slippery. The camera man had probably already seen some cars drifting and thought to himself lets watch this unfold.

That is a badly designed bus. Its center of gravity is too high and it has excessive suspension travel. buses should be lower than that and have a shorter stiffer suspension like air ride suspension like the MTA buses.
