he also has a gotee and so does deadshot hence that dude is deadshot

Victim 1: Go to the SOS broadcast.

Victim 2: It should say there is a new victim and he is on the bridge near the church.

Victim 3: Again it shopuld say when there is a new victim but this one dies after you beat the story (at least it worked that way for me on story and story+) and he is behind the car next to the harvey dent voting office by the courtroom.

If anyone noticed in the intro to the game when your walking through the prison line, right after you see Black Mask (Getting his ass whooped by the Tyger guards) in Line A you can see Deadshot (unmasked of course) - he's right in front of you (he also points at you like he's going to shoot you). Compare the voice and the facial hair and I am pretty sure it's him. Sorry if this has already been posted or the chance that I am reading too much into it.

For those wondering, for both Deadshot and Identity Thief, the way I got the missions to trigger was simply solving other sidequests and waiting for evidence to pop up.

@FiCTiolN what worked for me was starting where the body is supposed to be then making my way towards the museum (i mostly glided so i don't know if that's needed) until the shot sounded, don't know if it'll work the same for you but id figure id offer what got it to work for me, hope you can get it to work!

I cant seem to proc the Oracle call for the third victim- I havent completed the main story line. I did go the area that was brought up in the map, in fact, I jumped from building to building in the general area and ran around on the ground (beating up thugs as I went- and finding the second identity thief victime) but the damn Oracle call isnt coming in. Do I need to have a special gadget or just be further along in the story line?

Eventually I gave up and went to do other side quests until (seemingly randomly) Oracle calls saying she has an approximate location for Deadshot's third victim. So until you get that call, there doesn't seem to be any point in looking.
