A 4.53 40 yard dash in highschool, let alone JV, is very fast. For fucks sake as long as you run a sub 5.0 40 you'll outrun most people in JV . This looks more like a 4.8 40 kid. Which is still enough to get past most people, but 4.5 against JV teams would look like an NFL player playing amongst kids, which this certainly does not.
