It was just a joke. Soundgarden and a band called Eleven were friends and she is Natasha from that band :D SG probably were making fun of either being called that by some media outlet, or Soundgarden and Eleven were playing along with a major misconception during that time that alot of bands from seattle were thought of as depressed because of some of the subject matter of their songs lyrics :D
