The dark haired guy is Johnny Rayflo and the light haired guy is Charles Krishunds a.k.a. Cherry from the series Vassalord.

absolutely amazing! I wish they would make vassalord into an anime (an OVA at least!) But for now, at least there are Drama CD's!!
