I loved this game, one of my C64 favs of all time, played it against my brother a lot. The penalty system was a brilliant solution for gameplay and the inbuilt track editor gave it customizability for replayability ad nauseum. Although it seemed simple, you really had to learn the tracks in advance and it really came down to who had the better timing on brakes and bends in order to win.
As for video, good show of features and gameplay :)
This game is from 1985 and it scores 8.2 at Lemon64 in 2011.
